Responsible for organizing and supervising the operation of The Landing ice rink, including season opening & closing, staffing, training, maintenance, equipment/materials, and safety procedures. During the off season of the Landing, responsible for overseeing various programming, that occurs department wide and interprets/enforces Parks & Recreation policies.

PRIMARY RESPONSIBILITIES AND DUTIES:

     Supervises and evaluates the work of a subordinate staff; effectively recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, disciplinary procedures and administers personnel and related policies and procedures at The Landing and during recreation programming.

In consultation with the Director of Parks and Recreation, develops a strategic long-range year-round business plan for The Landing ice rink.

Coordinates daily operations/private rentals at The Landing and other City recreation facilities. This includes ensuring the highest level of facility cleanliness and safety are being met, ordering concessions, scheduling staff, meeting with facility users, and overseeing prime skating hours.

Develops, implements, and evaluates programs based on community interests, needs, facilities, and staff. Assist with existing recreation programs that occur year-round throughout various City facilities.

Setup tables, chairs, audio-visual, concession, soccer goals, basketball hoops, and other equipment as needed for scheduled events.

Effectively manage and evaluate a set budget with the goal to achieve strategic and business goals.

Develops and conducts in-service training programs for staff in order to convey new techniques, programs and reinforce program safety issues.

Develops, and effectively recommends a fee schedule for programs and facilities provided. Establishes and monitors accounting procedures to control programs, attendance, and facility revenues and expenses.

Prepares monthly operational updates for the Director, and Park Advisory Board.

Recommends changes in policies and procedures to the Director and performs other related job duties as required.

Carry out other duties as assigned by the Recreation Manager or Parks and Recreation Director.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Education:

A professional level of knowledge normally acquired through completion of a bachelor’s degree in Leisure Studies, Parks and Recreation, Sports Management or related field or equivalent combination of experience, education and training which provides the required knowledge, skills and abilities. Requires the successful completion of the Civil Service examination. Basic knowledge of computer software, such as word processing, spreadsheets, and social media is required. CPR, AED, first aid required to be obtained within six months of start date

Experience:

A minimum of 1 (one) year of previous seasonal or part-time recreation and/or Parks and Recreation work experience is required.

Job Knowledge:

Current knowledge of the methods, practices and trends of community-based recreation program administration. Current knowledge of the methods, practices, and trends of recreation facility management, including outdoor ice rinks, community centers and other related amenities. Ability to select, train and supervise facility and recreational staff; thorough knowledge of safety precautions to be used in administration of a wide range of recreation programs. The ability to resolve conflicts related to internal staff and the public.

Interpersonal Skills:

The job requires the ability to communicate effectively with a variety of publics, including part-time staff, full time staff, Board members and others.

Analytical Skills: 

The job requires the ability to plan and direct programs and work in collaboration with the Parks and Recreation Department which incorporates programming procedures/practices that have wide appeal to the community and are financially self-supporting.

Working Conditions:

Thirty percent of work is performed in a normal office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Seventy percent of work duties may require lifting while working with staff setting-up facility events and programs, conducting facility rental walk-through, and overseeing recreation and programming. Some work shifts may involve long hours, depending on the time of year schedule to include nights and weekends. Work environment can be noisy, with loud music and sounds during facility rental events. The employee regularly works in outside weather conditions with regular exposure to extreme heat and cold. Must be mobile and able to be “on-call” to handle emergencies relating to the facility.


REPORTING RELATIONSHIPS:

Reports to: Director of Parks and Recreation & Recreation Manager

Supervises: Part-time/seasonal staff, part-time year-round staff, contractors.
